I reeeeealllly hope you're thinking that looks like a bomb because that's what I was going for...just humour me if you don't get it. ;)
The "bomb" was cut using the Funky Round Tag Fri-Dies and a Black Diamond metal sheet; the strip along the bottom is Perfect Peacock and the twisty pieces exploding from the bomb are Perfect Peacock, Ocean Blue, Wondrous White and Polished Purple. What I like about these metal sheets is that they are thin enough to die cut easily and they bend and twist as needed. All I needed to do for the twisty pieces was cut a thin strip and wind it around a pencil. The background and sentiment come from the Exclamations set.
